Request once

Stops user refresh issues

The purpose of request once is to clear any variables in the query-string or post-data
to allow users to refresh the resulting page without the action being performed twice.

Action handling works by executing the following steps:

1. Retrieves the action from the query string, and stores it in the user's session.

2. The user is redirected to another page (likely the same url without the data)

3. Code embedded within the second page can retreive the action data specified in the
previous page's query string to perform an action.

4. The action is cleared from the session to stop the code being renderd twice - stopping
any refresh issues.
